It seems like the whole city would be in one big traffic jam especially at 600k pop. Also had the Statue of Liberty in mind surrounded by water, but other than that everything else was done thruough lots of tweaking on the small scale. I had a few things in mind that I wanted in my city too, like the Washington Monument by the river with rows of trees and behind it, the water and that gate with the pillars. I then drew the natural river and everything else since has been dictated by that river design. I went around using roads to mark out 5 block intervals, vertical and horizontal and found out the center of my city, and then found out where my 2 rivers should start by the mountains as well. This was when I was lower level so I had way less buildings to my name. With 2 rivers connecting in the middle flowing into the lake with the island and merging into one. I decided I wanted to have a natural river with an island in the middle. Way back then, well before deltas and waterfalls came out, there was a post of a city "I think someone edited their game to have em" but they had em. Just know that a year from now you'll change your mind again and create a Wonders of the World attraction that wasn't in your original plan. Specializations that don't fit your plan can be warehoused. Don't worry about bulldozing RZs until you know what will replace them (you can put them in an incomplete area of the city until you decide you'd like landmark Epics, for instance). Then earn what you need (Gold/Platinum Keys, Simoleons and Neo-Simoleons, special buildings, etc.). Once you map it out, what roads, services, utilities, specializations do you need? Lay out the roads, place your services/utilities/specializations/RZs according to your plan and then figure out what you need to accomplish your design. Draw out on the grid what you'd like to create (river system, lake, islands, forests, small towns, big city center, fun park, whatever). RZs, services, utilities, specialization buildings, etc. Then ask yourself what you want to create. I suggest that you start by creating a grid map.
